Beverly Hills treats a roof change as permit work. The City's roofing page says so and lists what the application needs.
Getting those pieces ready is the part you control. A filled-in field is never an approval.

How to use this checklist
Some checklist items are plain rules. Others depend on your property or scope.
The checklist cannot classify your parcel or replace City review. Work through it before you apply.
What the City lists for a roofing application
Most of the paperwork comes from the City's roofing page. It lists a completed application, photos, roofing material with an ICC-ES report number and a Cool Roof Rating Label. An ICC-ES report is an independent check of a building product against code rules.
Photos and product paperwork
The City wants photos of the existing roof and building. We gather the product paperwork while you choose a material.
Class A, non-wood roofing
The same page says roofing must be Class A fire-rated and non-wood. Class A rates the whole finished assembly, not one product.
Your material choice shapes several answers on the form. We explain full tear-offs and re-roofs on our roof replacement page.
Who applies, and how structures divide the work
The City's online permit application requires a licensed roofing contractor. Applicants who are not the license holder need agent authorization.
The form also states that separate structures require separate permits. A detached garage needs its own application. So does a guest house.
For a new structure, see our roof installation page. We work on homes and commercial buildings.
The City's page says a licensed trade must remove and reinstall rooftop solar. Plan for it when panels sit over that roof.

Conditions that can add a review or a second permit
Three conditions on the City's page can add steps. Roof work visible from a public street may require Design or Architectural Review in the Central Area. A historical property may need extra Planning review.
A public right-of-way permit is required when the work encroaches onto City property. That public land includes sidewalks, parkways and streets. Our Beverly Hills roof design review post takes the street-view and historic questions further.
What only the City can confirm
Beverly Hills, in Los Angeles County, California, issues roofing permits. City staff can confirm which reviews apply before you file.
We prepare the paperwork for roofs we handle. Our estimate costs nothing; a written roof report is paid work. Call (424) 532-7527 to talk through your Beverly Hills roof project.
